Cognition Labs employs eleven hundred people. About four hundred of them do work the systems could already do. Jake Holloway keeps them on anyway — and today, in front of Congress, he's fighting for a law that would make it everyone's rule, not just his.

Two parts to this one. First, you're at the desk — one of the four hundred, doing exactly what Jake said didn't matter. Then you're in the room where the actual number gets decided, and it turns out thirty percent isn't just a nice sentiment. It's the only number on the table that doesn't get somebody hurt.
